Account not recognized on other computer

I have voice in installed on two laptops both running Google Chrome signed in under the same account. On the laptop that I purchased the app under it has full function but the other laptop that it’s installed on is still showing the free version with the notice to upgrade. Is this service not transferable among devices logged into the same Google account?
